What is ECO4?

ECO4 — the Energy Company Obligation in its fourth phase — is a UK-wide scheme that requires the largest energy suppliers to fund energy efficiency improvements in lower-income homes. In Scotland it operates alongside the Scottish-specific schemes, and for households that qualify it can deliver free insulation and heating upgrades at no cost.

What does ECO4 fund?

Insulation: the primary focus of ECO4. Loft insulation, cavity wall insulation, solid wall insulation (internal and external) and underfloor insulation are all fundable where appropriate to the property.

Heating upgrades: ECO4 can fund replacement boilers and heat pump installations where insulation alone is insufficient to meet the scheme's objectives. First-time central heating — providing full central heating to a home that currently has none — is also fundable in certain circumstances.

Important notes for Scotland

ECO4 is a UK-wide scheme administered under UK government rules, not Scottish Government rules. Eligibility criteria and funding levels are set by Ofgem rather than by Holyrood. The Scottish-specific schemes — Home Energy Scotland and Warmer Homes Scotland — operate in parallel and are separately funded.

How do I apply for ECO4 Flex?+

When does ECO4 end?+
